The scope of competence of the County Foreman:

•     supervision of work organization - supervision over completion of tasks and duties of the Board and County Office - supervision over departments of: Geodesy and Cartography, Real-estate Management and Agriculture
•     representation of the County and conducting negotiations in cases concerning the County
•     performance of duties of the Chief of Civil Defence

Henryk Lakwa – born in 1963. Economist, graduate of Wyższa Szkoła Pedagogiczna in Opole (nowadays Uniwersytet Opolski /University of Opole/) of the Department of Economics, - economics and work organization. Before taking the post of Opole County foreman, worked as a fiscal inspector in Opole Inland Revenue.      In his free time, foreman of Opole County likes gardening, reading and .... singing. He is a vocalist of well known ensemble in the Opole Silesia region – called “Proskauer Echo”. His wife, Klaudia also sings with him. "Proskauer Echo" is famous for its song "Hej, łostołwcie num opolskie", sang in the sake of protection of Opolskie Voivodship. He lives with his wife and daughter in Prószków, where he is well known for his knowledge of the local history and for being a collector of memorabilia reminding the past splendour of Prószków and its vicinity. Mr Lakwa speaks fluent German.
